About this opportunity
Naval Sea Systems Command seeks removal and replacement of cellular repeater systems at its Virginia Beach Detachment facility, with quotes due October 27, 2026 at 3:00 P.M. Pacific Daylight Time. The procurement is a 100% women-owned small business set-aside.
Place of performance is Virginia Beach, Virginia. The contractor must de-install two existing end-of-life repeater systems (a NODE A system with 8 repeater domes in Building 522 and a SureCall Force5 system with 6 repeater domes in Building 523), dispose of all associated components in accordance with federal, state, and local regulations, and install two new cellular repeaters with antennas and cabling. The new systems must provide minimum 4G and 5G coverage at –89 dBm or better for AT&T, Verizon, T-Mobile, and other carriers across approximately 36,500 square feet (24,400 SF in Building 522 and 12,100 SF in Building 523), including mechanical rooms, stairwells, and restrooms. Equipment shall be installed on non-penetrating rooftop mounts capable of withstanding hurricane-force winds of 120–130 MPH, with installation performed according to Original Equipment Manufacturer specifications. Post-installation testing with the Government's Technical Point of Contact is required to demonstrate full system operability. Work must be performed during normal hours (0700–1600, Monday–Friday, excluding Federal holidays), and delivery is required within 30 calendar days from award. The NAICS code is 517112, Wireless Telecommunications Carriers (except Satellite), with a 1,500-employee size standard. Service Contract Act and Davis-Bacon wage determinations apply. Equipment items valued over $5,000 require Item Unique Identification labeling under DFARS 252.211-7003. No subcontractors are permitted. Evaluation uses a lowest-priced, technically acceptable approach based on total price, technical capability, and past performance.
