About this file

This document is a Questions and Answers file for a federal cellular distributed antenna system (DAS) installation contract.

The requirement involves installing a carrier-approved DAS to replace two existing repeater systems in Buildings 522 and 523 at a military facility in Virginia Beach, Virginia. Building 522 comprises approximately 24,400 square feet across two floors, while Building 523 contains approximately 12,100 square feet on a single floor. The system must provide minimum 4G and 5G coverage at -89dBm or better for AT&T, Verizon, and T-Mobile across all covered spaces including mechanical rooms, stairwells, and restrooms, excluding basements. The existing equipment to be removed includes a NODE A system in Building 522 with 8 repeater domes and a SureCall Force5 system in Building 523 with 6 repeater domes, along with pennant antennas on non-penetrating rooftop pedestals. The contractor must disassemble and recycle all existing cabling and equipment, though existing pathways may be reused. Single-Mode fiber strands are available between buildings for a centralized system option, though the contractor may alternatively deploy two independent systems. The performance period is 30 calendar days from award for installation and removal of repeaters, with work hours limited to 0700-1600 Monday through Friday. Non-penetrating rooftop mounts must withstand local hurricane-force wind loads of 120-130 MPH. The solicitation is set as a 100% small business set-aside under NAICS 517112 with a 1,500-employee size standard. Service Contract Act and Davis-Bacon wage determinations apply. The vendor is solely responsible for obtaining wireless carrier consent and coordination, with no subcontractors permitted. NIST assessment is required, but CMMC certification is not. Equipment items valued over $5,000 require Item Unique Identification labeling under DFARS 252.211-7003. Existing AC power connections are available at current installation locations, and existing penetrations should be reused as much as possible in compliance with Unified Facilities Criteria (UFC) under MIL STD 3007.

1. What measurable standards will determine acceptable cellular coverage, such as minimum signal strength, signal quality, data speed, call reliability, and percentage of floor area covered?

Answer: Cellular coverage and minimum signal strength threshold should satisfy the approximate square footage size stated in the answers for question 2. Needs to support at minimum 4G and 5G on Verizon, T-Mobile and AT&T. Should be able to send/receive calls and text messages and browse internet/streaming services and access apps.

2. Is an onsite RF survey available before quotes are due? If not, can the Government provide existing equipment details, antenna locations, cable routes, floor plans, photographs, and available signal measurements?

Answer: No site surveys or drawings are being provided. The following information details are provided -

Approximate square footage: Bldg. 522 – 2 Floors, approx. 12,200 SF each, 24,400 SF total Bldg. 523 – 1 Floor, approx. 12,100 SF.

Existing Repeater Systems: Bldg. 522 uses a NODE A; Bldgs. 523 uses SureCall Force5.

Specific acceptance criteria or RF coverage performance requirements that the completed system must meet: Require sufficient 4G/5G signal to provide consistent and reliable voice and data service for the following Cellular carriers. AT&T, Verizon, T-Mobile and support all other carrier services.

Are Buildings 522 and 523 physically connected or otherwise connected by an existing pathway suitable for fiber: Buildings are not physically connected. There are existing Single-Mode fiber strands available between buildings 522 and 523.

3. Is the required solution expected to be a commercial wideband repeater, an industrial signal booster, or a carrier-approved distributed antenna system?

Answer: The solution needs to support cellular services provided by multiple commercial carriers (i.e. T Mobile, AT&T, Verizon, etc.). Needs to be a carrier-approved distributed antenna system (DAS).

4. Who is responsible for obtaining required consent or coordination from AT&T, Verizon, T-Mobile, and any other wireless carriers?

Answer: Vendor is responsible for obtaining required consent and coordination from AT&T, Verizon, T-Mobile and any other wireless carrier.

5. Does the 30-calendar-day delivery requirement mean the complete system must be installed, tested, and accepted within 30 days after award?

Answer: 30-calendar-day delivery means the vendor needs to start performance on the installation and removal of repeaters after receipt of award.

6. If an offeror has no relevant corporate past-performance record, will it receive a neutral rating? May the experience of the proposed installation subcontractor be considered?

Answer: The vendor who receives the award is responsible for all the requirements needs. No subcontractors are part of this requirement.

7. Is a current SPRS NIST assessment or CMMC status required for award under this solicitation?

Answer: NIST assessment is applicable to this requirement, however CMMC is not.

8. What wind-speed or structural standard must the nonpenetrating rooftop mounts satisfy?

Answer: Because the buildings are in an area where hurricane force winds are probable, then the structural standard must be resilient against hurricane force winds. Local wind loads are 120-130 MPH.

9. Do you happen to have a fire marshal copy or any floor plans for these buildings 522 and 523 to assist us in our design and price for our RFQ response?

Answer: No floor plans or pictures available.

10. Anticipated maximum number of smartphone / tablet users at any given time at these two locations for our planning purposes?

Answer: Max up to 300 users.

11. Can you describe in more detail about the cellular repeater equipment we’ll be expected to ‘disassemble and recycle’, is it located on roof?, what are the names of some of labels on the existing equipment? I understand the existing equipment is non-operational, but is the existing equipment already powered down? Or will we be required to coordinate with TPOC to work in a maintenance window to remove your existing equipment?

Answer: Existing Repeater Systems: Bldg. 522 uses a NODE A; Bldgs. 523 uses SureCall Force5. One pennant antenna mounted on non-penetrating pedestal on each roof. Roof access via stairwell. Bldg. 522 has 8 repeater domes and Bldg. 523 has 6 repeater domes. Existing equipment is operational and powered on. TPOC coordination will be required.

12. Are historical fiber signal mappings, line diagrams, or physical cable routing layouts available for the current legacy configurations in Buildings 522 and 523 to help map out demolition of existing equipment?

Answer: No

13. When Vendor removes the existing legacy antennas, amplifiers, and cabling, what are the Government's explicit expectations regarding patching, sealing, or cosmetic repainting of the interior drywall and exterior cinder blocks?

Answer: Patching and sealing should prevent weather from intruding and compromising the building structure, match texture and color, and not impede the performance of cellular repeater hardware such as cabling, etc.

14. Section 3.2 notes the contractor may install a single centralized system and run fiber between Buildings 522 and 523. Is there an existing underground conduit or an overhead interstitial pathway available between these facilities, or must the contractor figure in trenching, civil boring, or external aerial cable construction?

Answer: Buildings are not physically connected. There are existing Single-Mode fiber strands available between buildings 522 and 523.

15. Are there designated cable entry penetration points on the stucco/cinder block exterior walls of Buildings 522 and 523, and are there specific architectural sealing restrictions or specialized firestopping compounds required by local base facility managers?

Answer: Existing penetrations should be reused as much as possible. Need to make sure penetrations to the building do not compromise the structural integrity of the building. I believe criteria for building or repairing government infrastructure falls under Unified Facilities Criteria (UFC) under MIL STD 3007. New penetrations are highly discouraged and will require prior approval.

16. To properly engineer the non-penetrating ballast systems to withstand hurricane-force wind gusts, can the Government provide the maximum structural weight-bearing load parameters (lbs/ft²) allowed for the roof structures of Buildings 522 and 523?

Answer: No weight-bearing load parameters available. Current system is weighted down with cinder blocks.

17. Are dedicated, localized AC power outlets already available from your existing equipment at the proposed indoor deployment nodes for the new amplifiers, or must the contractor incorporate primary electrical drop configurations into the price?

Answer: Yes, existing AC power connections are available in the currently installed locations.

18. Escort Clearances: Section 5.1 states there are no security clearance requirements, and Section 6 templates base access via DBIDS. Will technicians require continuous physical government escorts to access interiors, data closets, or rooftops, and will this impact or shorten the active 0700-1600 daily work hours?

Answer: If the company selected to do the work can submit visit requests via DISS JVS, then they will not require escorts. They will be given badges that will grant them access to specific buildings where the work is done. They will be briefed on detachment security policies prior to conducting work. If they cannot submit a visit request via DISS JVS, then they will be always escorted. The 0700-1600 Mon-Fri will remain regardless of escorted or un-escorted access.

19. Material Laydown Yard: Is there a secure onsite storage area, container zone, or staging footprint available near Buildings 522 and 523 for the contractor to house incoming components, ballast blocks, and staging tools during the project window?

Answer: Nothing specifically designated, but location for short-term staging can be provided in our parking lot. If this is a requirement for the vendor, they will be required to provide their own secure storage solution.

20. Is there a work elevator in building 522 and 523 to use to stage equipment and for contractor access? Or is access to floors by stairwell only?

Answer:

- Building 522: No elevators. Roof top access is via stairwell.

- Building 523: No elevators. Roof top access is via stairwell.

21. What are the estimated floor to ceiling heights of building 522 and 523?

Answer:

Estimated true floor to ceiling height for each floor of Building 522 and 523 is roughly 12-15 ft high. False drop-ceiling height between 8-10 ft high.

22. Are the ceilings painted concrete? Or are the ceilings drop ceilings? With ample room to work above the finished ceiling material?

Answer: False ceiling tiles that cover concrete painted true ceiling. Above drop ceiling height between 2-4 ft depending on location.

23. Regarding the post-installation functional test with the TPOC, does the Government have a baseline RSSI (Received Signal Strength Indicator) value or minimum data throughput metric required to officially define "reliable rebroadcast services" and achieve final system acceptance?

Answer: None at this time.

24. SOW §3.3 requires “sufficient” 4G and 5G signal with “consistent and reliable” service, and §3.4 requires a test that demonstrates the system is “fully operational.” What minimum signal level (for example, in dBm) and what test method will the Government use to determine that the system passes?

Answer: Required to exceed industry minimum thresholds for cell signal strength. - 89dBm or better. Testing will be conducted using our portable handheld cellular devices.

25. SOW §3.1 requires removal of two existing repeater systems, and the SAM.gov listing states that no drawings are available. Can the Government provide a list of the existing equipment, where each system is located (roof or interior), the cable routes, and any available photos?

Answer: Existing Repeater Systems: Bldg. 522 uses a NODE A; Bldgs. 523 uses SureCall Force5. One pennant antenna mounted on non-penetrating pedestal on each roof. Roof access via stairwell. Bldg. 522 has 8 repeater domes and Bldg. 523 has 6 repeater domes. No photos, no drawings. Items located in accessible areas.
