About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD), operating under the Department of the Navy Naval Sea Systems Command, has issued Special Notice 26-54-0010 announcing its intention to extend the Period of Performance for Contract N6449820D0001 with Raytheon Company. This extension will prolong the contract from December 5, 2025, through March 31, 2027, in support of Ship Wide Area Networks (SWAN) services. The notice was posted on November 13, 2025, with a response deadline of November 28, 2025. This is a sole-source procurement action justified under 10 U.S.C. Section 2304(c)(1), as Raytheon has been determined to be the only responsible source capable of fulfilling the Navy's specified requirements. The Navy explicitly states this is not a request for competitive proposals; however, interested parties may submit capability statements for consideration.
The primary objective of this contract extension is to continue engineering and technical services supporting LPD 17 Class Amphibious Transport Dock Ships' mission-critical networks, a function Raytheon has performed since the original contract award in December 2019. The underlying contract is a cost-plus-fixed-fee agreement valued at approximately $74.7 million over its initial five-year term, with work primarily conducted at Raytheon's San Diego facility. Interested parties wishing to respond must submit information to Nicholas Swanson at nicholas.g.swanson.civ@us.navy.mil by November 28, 2025. The Government will evaluate all responses received prior to the closing date solely to determine whether competitive procurement should be conducted, though the decision to proceed with sole-source contracting remains entirely at the Government's discretion. This procurement falls under the Computer Systems Design Services (NAICS 541512) and Support-Professional Engineering/Technical (PSC R425) categories, reflecting the highly specialized nature of naval network engineering services required.
