About this opportunity

The U.S. Geological Survey seeks procurement of one 250 HP 4-stroke outboard engine with installation, delivered to Baton Rouge, Louisiana, with written quotes due August 10. This is a total small business set-aside, specifically designated for Women-Owned Small Business (WOSB).

Place of performance is the Louisiana Cooperative Fish and Wildlife Research Unit (LACFWRU) in Baton Rouge. The engine must be delivered 60 days from the date the contractor receives the purchase order, with an anticipated award date of August 11. The NAICS code is 336612, Boat Building, with a small business size standard of 1,000 employees; PSC code is 2805, Gasoline Reciprocating Engines.

Required specifications include a V6 4.2-liter displacement, 30-inch shaft length, stainless steel propeller, control box, shift cables, tachometer, 6 or 10-micron fuel water separator, wiring harness, and installation service. The engine replaces a malfunctioning 225 HP 2-stroke unit on a 22-foot Guardian Whaler that operates in remote coastal marsh and estuarine areas throughout Louisiana, frequently 20–30 miles from the nearest launch point. Contractors located 120 miles or more from the government facility in Baton Rouge are responsible for transportation costs; otherwise the government assumes this responsibility.

Evaluation is based on technical compliance rated as Acceptable or Unacceptable, with award to the lowest priced acceptable quotation. Amendment 0001, effective August 4, extends the response deadline to August 10 and provides amended specifications. Quotations must be submitted to Contracting Officer Leah Williams at leah_williams@ios.doi.gov with the RFQ number 140G0126Q0197 in the subject line. Vendors must be registered at SAM.gov to be awarded the purchase order.
