About this file

This document is a specifications sheet for the procurement of a 250 HP 4-stroke outboard engine by the USGS Cooperative Research Units in Reston, Virginia.

The Louisiana Cooperative Fish and Wildlife Research Unit (LACFWRU) requires replacement of an aging and unreliable 225 HP 2-stroke outboard engine mounted on a federal 22-foot Guardian Whaler boat. The vessel supports field research operations for sampling nekton communities and vegetation across coastal marsh and estuarine areas throughout Louisiana, with missions frequently extending 20-30 miles from the nearest launch point through isolated bayou pathways. A reliable motor is essential for operational safety and to enable collection of difficult-to-access biological data that will improve scientific parameter estimates. The required motor specifications include: 250 HP, 4-stroke configuration, V6 4.2-liter displacement, 25-inch shaft length, stainless steel propeller, control box, shift cables, tachometer, 6 or 10 micron fuel water separator, wiring harness, and installation service. The procurement supports USGS mission-critical functions in providing scientific information to decision makers and resource managers, specifically advancing research in ecology, habitat management, and species distribution modeling for wildlife populations and communities while supporting graduate student training and scientific data capture and distribution capabilities.

LACFWRU – 250 HP 4 stroke outboard

The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems mission Area requests the purchase of a 225 Hp 4 stroke outboard engine to replace an old, and frequently malfunctioning 225 Hp 2 stroke outboard engine on a federal 22’ Guardian Whaler. The Whaler is used to support the field science program of the Louisiana Cooperative Fish and Wildlife Research Unit (LACFWRU) for sampling nekton communities and vegetation across the extensive coastal marsh and estuarine areas around the state. A reliable motor is critical to power the boat to the sites, often 20 or 30 miles from the nearest launch, and often in isolated areas of the marsh through an intricate pathway of bayous. A functional and reliable motor will be critical for safety needs and make it possible to gather nekton and vegetation data that are difficult to access and more remote safety, and thus allow us to develop more robust and accurate estimates of biological parameters.

The motor must meet or exceed these specifications:

• 250 Hp

• 4- stroke

• Stainless steel prop

• Control box

• Shift cables

• Tachometer

• Fuel water separator, 6 or 10 micron

• Wiring harness

• Installation Service

• V6 4.2-liter

• Shaft Length: 25”

The USGS mission essential functions involve providing information that supports decision makers and resource managers in the preservation of life, health, and safety of the American people and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in ecology, dynamics, habitat management, and species distribution modeling for a variety of wildlife populations and communities, and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.
