About this opportunity
The Defense Logistics Agency Land and Maritime is conducting a market survey for NSN 2520-01-500-4303, a Parts Kit, Hydraulic (Part #K1327), as part of a pre-solicitation process for this specialized vehicular power transmission component. The agency has classified this item with an AMC/AMSC designation of "3 D," indicating it must be procured from the actual manufacturer or vendor since competitive technical data is not available and it is not economically feasible to reverse engineer the parts. Twin Disc, Incorporated is currently listed as an approved source, while Stratus Systems is identified as the only company currently capable of providing these parts. The contracting officer is seeking additional qualified sources who can manufacture these items to the same quality level as the Original Equipment Manufacturer. Companies interested in becoming approved sources must submit their information to Contract Specialist Travis Grafton by July 1, 2025, and may apply through the DLA Land and Maritime Source Approval Request (SAR) Program to demonstrate their manufacturing capabilities.
This procurement does not utilize any set-aside designations and appears to be available for full and open competition among qualified manufacturers. Stratus Systems is currently positioned as the primary source, though the agency is actively seeking to identify additional capable suppliers to expand the vendor base. The initial requirement calls for 54 units of the hydraulic parts kit, with a potential 100% option that would bring the total quantity to 108 units. The market survey questionnaire indicates the agency is planning to award a Firm Fixed Price Contract and is gathering information about suppliers' business size, manufacturing capabilities, inventory status, commercial item classification, and delivery timelines. Companies responding to the survey will need to demonstrate their ability to meet the technical specifications and quality standards established by the original equipment manufacturer.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
