About this opportunity

The Navy Clothing and Textile Research Facility (NCTRF), under the Department of the Navy Naval Supply Systems Command, is conducting a Request for Information (RFI) to identify labeling materials for Navy uniform clothing components. The primary objective is to source labels capable of being marked with fine-tip markers while maintaining durability through wash and dry laundering cycles. Critical technical requirements mandate that sewn-in labels comply with the Berry Amendment and meet the specifications outlined in MIL-DTL-32075A dated October 1, 2020, specifically for Type V and VI labels in Classes 1, 2, 3, 14, and 15. Interested parties must submit comprehensive documentation including a cover sheet with company and CAGE code information, physical label samples, estimated unit costs with quantity breakdowns, product specifications with performance characteristics and test data, country of origin declarations, and complete chemical treatment disclosures with Safety Data Sheets. The submission deadline is January 15, 2026, with electronic submissions directed to Kelly Fratelli at the NCTRF facility in Natick, Massachusetts.

This RFI carries no set-aside designation and is issued as market research rather than a formal solicitation, meaning participation does not guarantee contract award. No incumbent contractors or award values have been identified in this pre-solicitation phase. The government has not specified particular quantity requirements or service timelines, as this RFI is designed to assess market capability and identify potential vendors for potential future procurement actions. Respondents should note that submitted information will be treated as proprietary and that physical samples will not be returned to the interested party. This market research effort represents an opportunity for labeling service providers classified under NAICS 561910 to establish visibility with the Navy for potential subsequent contracting activity in uniform clothing labeling components.
