About this opportunity

The U.S. Army Corps of Engineers Engineering District Japan is seeking contractors for a $245 million Multiple Award Task Order Contract (MATOC) to provide Sustainment, Restoration, and Modernization (SRM) construction services throughout Okinawa, Japan. This two-phase solicitation establishes Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts with multiple sources for both Design-Build and Design-Bid-Build construction work supporting U.S. Government facilities. The scope includes renovation, maintenance, repair, restoration, and alteration of existing facilities, as well as limited new construction, covering diverse infrastructure such as water lines, sewer systems, HVAC systems, roofing, and various building components. Phase One has been completed, and the current solicitation is now in Phase Two, which is limited to contractors selected from Phase One. The proposal due date for Phase Two participants has been extended to September 30, 2025, following Amendment AM-0003.

This opportunity does not utilize any set-aside designations and is open to full and open competition among qualified contractors. The contract structure envisions awarding IDIQ contracts to two or more sources, with individual projects competed as task orders among the successful contractors throughout the contract period. Work will be performed exclusively in Okinawa, Japan, requiring contractors to demonstrate capabilities across multiple engineering and construction disciplines. The solicitation falls under NAICS code 236220 for Commercial and Institutional Building Construction, indicating the commercial nature of the construction services required. Contractors must be prepared to handle complex projects involving potential design responsibilities and various specialized trades, including hazardous material abatement for asbestos, lead-based paint, and petroleum-contaminated materials.
