About this opportunity

The 55th Contracting Squadron, Offutt Air Force Base, Nebraska, is conducting a sources-sought market survey for construction of an addition to the south parking lot at Building B1000, Offutt AFB, with responses due July 7, 2026. This is a pre-solicitation notice for information and planning purposes only; responses do not constitute offers and cannot form a binding contract.

Work comprises comprehensive site preparation and paving operations: demolition and removal of existing surfaces, clearing and grubbing, earthwork and subgrade preparation, bituminous tack and prime coat application, road-mix asphalt paving, and cast-in-place concrete construction for curbs, gutters, and sidewalks. The project includes installation of a new stormwater utility system and coordination with Omaha Public Power District for lot light pole installation.

The design analysis identifies two bid options: a base bid providing 160 additional parking stalls with an estimated cost of $1,165,356, and an alternate bid for 249 additional stalls at $1,998,395. The overall project budget is $4,400,000. Pavement design calls for 9-inch asphalt thickness over a 12-inch compacted subgrade base, with 6-inch concrete curb and gutter and 4-inch concrete sidewalks. Geotechnical investigation confirmed lean clay and loess soil conditions. The contractor must submit AF Form 3064 schedule, AF Form 3065 progress report, traffic control plans, security documentation, and as-constructed drawings within 90 days of beneficial occupancy. The project anticipates five mission delay days and monthly adverse weather delays ranging from 5 to 12 work days.
