About this opportunity
The U.S. Army Corps of Engineers, Sacramento District, is soliciting architect-engineering services for a Multiple Award Task Order Contract (MATOC) with a combined capacity of $238 million. The procurement seeks comprehensive horizontal design services for civil works projects, including feasibility-level design through construction support, engineering reports, data analysis, investigations, surveying, and infrastructure inspections for facilities such as dams, levees, bank protection systems, pump stations, bridges, and flood risk reduction projects. Firms must demonstrate specialized experience in civil works design, professional qualifications across 18 specified engineering disciplines (with hydrogeologist, seismologist, and blasting engineer requirements waived for small business competitors), and proven past performance in cost control and schedule compliance. Selection will be evaluated based on specialized civil works experience (weighted most heavily), professional qualifications in required disciplines, past performance metrics, and capacity to execute multiple simultaneous task orders. SF330 proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) no later than March 2, 2026, at 2:00 PM Pacific Daylight Time, with proposals limited to 150 pages excluding Part II documentation and past performance questionnaires.
This procurement uses no set-asides, though approximately seven Indefinite Delivery Contracts will be awarded—three reserved for small businesses and four for unrestricted competition—with potential adjustment up to 12 awards based on evaluation board recommendations. The contract will have a 66-month ordering period consisting of a five-year base period plus a six-month extension option, with individual task orders anticipated to range from $80,000 to $30 million and each IDC receiving a guaranteed minimum award of $10,000. Award is anticipated in Quarter 4 of Fiscal Year 2026. Services will primarily support Sacramento District civil works projects across California, Nevada, Arizona, Utah, and portions of Colorado, Oregon, Idaho, and Wyoming, with secondary support available to other South Pacific Division districts. Large contractors must commit to minimum subcontracting goals of 40 percent to small businesses, including 15 percent to small disadvantaged businesses, 5 percent to women-owned small businesses, and 3 percent to service-disabled veteran-owned small businesses, with place of performance in Sacramento, California.
