This is an Architect-Engineering Services Synopsis for a Multiple Award Task Order Contract (MATOC) issued by the U.S. Army Corps of Engineers, Sacramento District. The Government seeks to award approximately seven Indefinite Delivery Contracts (IDCs)—three for small business reserve and four for unrestricted competition—with a combined capacity of $238 million. Award is anticipated in Quarter 4 of Fiscal Year 2026. The resulting IDCs will have a 66-month ordering period consisting of a five-year base period plus a six-month extension option. Task order values are estimated to range from $80,000 to $30 million, with each IDC receiving a guaranteed minimum award of $10,000. The contracts may be adjusted to a maximum of 12 awards based on selection board evaluations.
The A-E services required focus primarily on civil works projects within the Sacramento District (California, Nevada, Arizona, Utah, Oregon, Idaho, Colorado, Wyoming, and western Texas) and secondarily on projects in other South Pacific Division districts. Services include full-spectrum design disciplines covering dams, levees, bank protection, seepage analysis, relief wells, pump stations, bridges, foundation improvement, landslide stabilization, engineering reports, data analysis and modeling, investigations and testing, alternatives analysis, infrastructure inspections, and risk assessments. Design work must comply with U.S. national codes, UFC criteria, DoD standards, and USACE regulations. Firms must demonstrate specialized experience in civil works design, professional qualifications across 16 required disciplines (with hydrogeologist, seismologist, and blasting engineer waived for small businesses), past performance in cost control and quality, capacity to execute multiple simultaneous task orders, and knowledge of the region. SF330 proposals are due by 2:00 PM Pacific Daylight Time on February 23, 2026, submitted exclusively via the PIEE website. Subcontracting requirements include minimum 40 percent to small businesses, with at least 15 percent to small disadvantaged businesses, 5 percent to women-owned small businesses, and 3 percent to service-disabled veteran-owned small businesses.

3. SELECTION CRITERIA:
The primary emphasis and selection criteria for A-E services will focus on Civil Works Projects and related Design efforts as noted above in the Project Information – Paragraph
2.2. Full Design through Construction Phase will be considered more relevant than partial design.
3.1 Criteria: The selection criteria are listed below in descending order of importance.
Criteria "A" through "D" are primary selection criteria. Criterion "E" is a secondary criterion and will only be used as a tiebreaker. Contractors failing to respond or failing to provide complete information for each criterion as required below will be considered not qualified. The EP 715-1-7 is used for guidance in the evaluation and selection process.
Criterion A – Specialized Experience Criterion B – Professional Qualifications Criterion C – Past Performance Criterion D – Capacity to Complete the Work Criterion E – Knowledge of Locality
Depending on the number of SF330 submissions received, the government may establish a Preselection Board to determine which firms have a reasonable chance of being considered as most highly qualified by the selection board. A selection board will evaluate the firms’ SF330 and recommend at least three firms (for each the unrestricted and small business reserve) considered as most highly qualified, in order of preference.
A. Specialized Experience. Submit no more than ten (10) projects. [*Note: Following award to the most highly qualified firms resulting from this synopsis, the Contracting Officer, as part of the submission of updated statement of qualifications and performance data on the SF 330 per FAR 36.603(d) (typically on an annual basis at the anniversary date of the base contract award), may allow a one-time increase in the number of example projects, not-to-exceed (maximum) twenty (20) projects [per Engineering Pamphlet 715-1-7, section 2- 9.e.(4), dated 12 January 2026]. A-E specialized experience and technical competence in performing design for the civil works program, including dam and levee safety work within the South Pacific Division boundaries in categories listed below will be sought. Significant work experience inside the Sacramento District boundaries and of scope, magnitude and complexity similar to that described above in the paragraph titled Project Information will be considered more relevant in determining the most highly qualified A-E firms. All items listed under Paragraph (a) are weighted according to the bulleted list below and listed in relative importance/relevance to the evaluation.
Recent and completed projects may be considered more relevant in evaluations. For purposes of evaluating an A-E offeror’s experience, the percentage of A-E work performed in-house by the offeror must be included. If a proposed subcontractor also worked on the project, state the percentage of work it performed on behalf of the A-E offeror. Offerors that do not have specific experience in the following work tasks will be evaluated based on their subcontractor’s experience; however, projects where the offeror performed 50% or more of the work with in-house resources will be weighted more heavily than projects performed predominantly by proposed subcontractors.
Design experience will be evaluated to determine ability to design features such as: dams, levees, bank protection, seepage and stability berms, seepage cutoff walls, relief wells, mechanical gates and other outlet structures, pump stations, bridges, road and utility systems, foundation improvement, landslide stabilization, dewatering, and other similar type projects.
Full service interdisciplinary design of new or remediation of existing structures, to include feasibility level design thru preparation of plans and specifications for construction and engineering support during construction.
Engineering Reports (Design Documentation Reports (DDR) and Basis of Design (BOD) Reports, etc.), Engineering Considerations and Information for Field Personnel (ECIFP), Operation and Maintenance Manuals (O&M) and other similar engineering reports);
Data analysis and modeling (materials property development, seismicity and seismic analysis, seepage, soil and rock slope stability, blasting, erosion, hydrologic and hydraulic analysis to include physical modeling);
Investigations, data collection, and testing (surveying, bathymetry, photogrammetry, drilling, geophysics, pump tests, laboratory testing);
Data Management on projects thru the design and construction phases;
Alternatives analysis (including cost/benefit) to include cost estimates (M-
CACES);
Infrastructure inspections; and, Risk assessments (quantitative and qualitative, including economic and life loss consequences).
B. Professional Qualifications. To demonstrate qualifications, resumes for persons filling listed disciplines must be provided. All Professional Registrations, Licensures and/or Certifications must state certification, state of issue, numbers, and expiration dates (as applicable). For purposes of capturing the qualifications, the role identified by the A-E firm offeror must use the exact discipline nomenclature as listed below. All disciplines shall be clearly indicated with role. The evaluation will consider education, training, registration, overall individual relevant civil works design (length of relevant experience), and dam and levee safety experience and longevity with the A-E firm offeror.
Small businesses competing for the small business reserve are not required to provide a hydrogeologist, seismologist, or blasting engineer.
The following disciplines listed are required:
Project Management Civil Site Engineering, Geotechnical Engineering, Geologist, Structural Engineering, Mechanical Engineering, Electrical Engineering, Geophysicist, Cost Engineering, Hydrogeologist (not required for SB reserve), Seismologist (not required for SB reserve), Hydrologic Engineering, Hydraulic Engineering, Blasting Engineering (not required for SB reserve) GIS Specialist, Landscape Architecture
C. Past Performance. Offerors shall demonstrate a history of customer satisfaction with respect to (1) cost control, (2) quality of work and (3) compliance with performance schedule. Past performance can be substantiated by presentation of CPARS or PPQ ratings, or customer ratings from other project evaluation systems. A narrative may describe the overall approach for maintaining success with customer satisfaction with the Offeror's quality of work, cost control and scheduling. This criterion may be assessed with more weight given to successful performance ratings in these three areas on Department of Defense and other U.S. Government contracts. All required documentation, including past performance documentation, is included in the total page limit.
The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision.
D. Capacity to Complete the Work. All A-E firm offers are to demonstrate the capacity to successfully execute multiple and simultaneous task orders at different locations within the required timeframe including the number of professionals on the staff of the prime and key subcontractors available to be assigned to the projects, to allow for satisfactory performance in the required time.
The requirement for businesses competing for the unrestricted pool is three (3) or more task orders simultaneously, each with A-E service fees higher than $3,000,000.
The requirement for businesses competing for the small business reserve is three (3) or more task orders simultaneously, each with A-E service fees higher than $500,000.
E. Knowledge of Locality. A-E firm offerors are to clearly demonstrate their relevant knowledge of the region specified in paragraph “Project Information” above. Examples include knowledge of geologic features, climatic conditions or local construction methods that are unusual or unique. This factor is a secondary criterion and will only be evaluated as a tiebreaker. A majority of the requirements are anticipated to be in the Central Valley of California, therefore demonstration of knowledge of this area will be considered more relevant.
4. Interviews. The Government intends to hold interviews if needed (FAR 36.602-3(c)) via the
Microsoft TEAMS conference tool.
