NASA's Shared Services Center has issued a Special Notice for the procurement of 235 Intermet Radiosondes for the SHADOZ (Southern Hemisphere ADditional OZonesondes) Network. The procurement is intended as a sole source contract to International Met Systems of Grand Rapids, Michigan, under FAR 13.106-1(b)(1)(i) authority. NASA has determined that International Met Systems is the sole provider for these specialized radiosondes required for the SHADOZ network operations. The procurement will utilize commercial item acquisition procedures under FAR Parts 12 and 13, with performance to be conducted at NASA's Goddard Space Flight Center. The primary purpose of this procurement is to support the SHADOZ long-term ozonesonde measurement network, which conducts critical balloon-borne ozone profile measurements for satellite validation, ozone and pollution trend analysis, and climate studies. The radiosondes will be delivered over a one-year period from September 2025 to August 2026, with 55 units shipped to US Space Force personnel in Melbourne, Florida for the Ascension Island station and 180 units sent to NOAA colleagues in Boulder, Colorado. Interested organizations have until 3:00 p.m. Central Standard Time on July 11, 2025, to submit written capabilities and qualifications to demonstrate their ability to perform the work. These submissions will be evaluated solely to determine whether the procurement should be conducted on a competitive basis rather than as a sole source award. The government retains full discretion in deciding whether to proceed with competitive procurement based on the responses received to this notice.

NASA/NSSC has a requirement for 235 Intermet Radiosondes for SHADOZ Network.


NASA/NSSC intends to issue a sole source contract to International Met Systems under the authority of FAR 13.106-1(b)(1)(i). It has been determined that International Met Systems 4767 Broadmoor Ave SE STE 7 Grand Rapids Michigan 49512 – 9397 United States is the sole provider of 235 Intermet Radiosondes for SHADOZ Network


NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/11/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
