About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 1, issued a Notice of Intent to Sole Source on September 30, 2026, for the acquisition of one 2025 Champion Challenger 25 Custom ADA Compliant Shuttle Bus for the VA Maine Healthcare System in Togus, with a response deadline of October 2, 2026, at 12:00 PM Eastern Time. The VA intends to award the contract non-competitively to Model 1 Commercial Vehicles, Inc. (UEI: GFE1VN1UH2W4) under solicitation 36C24126Q0706. Market research documents that Model 1 is the only responsible source capable of providing the exact manufacturer-specified configuration meeting Togus VA's precise clinical, accessibility, structural, therapeutic, and warranty requirements; no other vendor surveyed nationally or regionally can supply a bus meeting these specifications. The shuttle bus purchase is funded exclusively through donor-restricted General Post Fund 8013 (Northern Trust), and under VHA Directive 4721, all expenditures must strictly fulfill donor intent to enhance Veteran comfort, safety, accessibility, and mobility within Togus residential programs. The contracting office is NCO 1, Regional Procurement Office East, located at 1950 Campbell Avenue, West Haven, Connecticut 06516, with Divianna Mathurin as the point of contact. This notice will be archived 30 days after the response date.
