The contract requires two unarmed security escorts with Secret-level clearances to provide continuous visual oversight of construction workers from SJD&B Inc. who are performing computer room air conditioning unit replacement work. Contractors must demonstrate they have appropriately cleared personnel available and submit a 20-page technical narrative including a completed DD 254 form with proof of cleared escorts' availability. The government will award to the lowest-priced technically acceptable quote using simplified acquisition procedures without establishing a competitive range or conducting discussions. Questions must be submitted by 12:00 PM on July 3, 2025, to Contract Specialist Luciana De Casas and Contracting Officer Kristofer Clark, with quotations due by 1:00 PM PDT on July 11, 2025.
This opportunity is designated as a 100% Small Business Set-Aside with a size standard of $29.0 million, and SJD&B Inc. is identified as the general contractor requiring escort services. The contract structure is firm-fixed price covering approximately 608 productive hours over 38 working days, with escorts working Monday through Friday from 7:00 AM to 4:00 PM PST starting May 20, 2025. The work will be performed at Vandenberg Space Force Base in Lompoc, California, with payment terms of 15 days and an estimated delivery date of 30 days. Contractors must maintain an active facility clearance, be registered in the System for Acquisition Management (SAM), and ensure quotation prices remain valid for 90 days. The performance period requires flexible staffing to match the construction contractor's work effort while maintaining no more than two valid customer complaints and zero significant regulatory violations.
