About this opportunity
The Department of the Navy Military Sealift Command seeks proposals for a 22-day dry cargo time charter of a Roll-On/Roll-Off vessel, with proposals due May 19, 2026 at 10:00 AM Eastern Time. The solicitation is designated a total small business set-aside under NAICS 483111 (Deep Sea Freight Transportation).
The vessel must be U.S. or foreign-flagged with a ramp door, minimum main deck height of 20 feet, and minimum laden speed of 15 knots. Pickup is in Gdansk, Poland with redelivery in Jacksonville, Florida. Laydays commence/cancel on July 21, 2026. The vessel will transport approximately 185,169 square feet of military cargo including helicopters, wheeled vehicles, tracked vehicles, and breakbulk cargo in support of military readiness operations worldwide. The charter will support transportation and prepositioning of cargo including hazardous materials, explosives, and ammunition.
Award will be made to the responsible offeror with the lowest-priced technically acceptable proposal. Evaluation criteria include vessel technical capability, charter hire rates, and fuel costs. Fuel is priced at $1,500.83 per metric ton for Marine Gas Oil, based on 15 days underway laden, zero days underway ballast, and 7 days in port idle. The vessel must be fully operational, properly manned, and carry hull, protection and indemnity, and war risk insurance with the Government named as additional assured. The vessel must comply with all applicable international conventions and U.S. Coast Guard regulations. Offerors must provide a Certificate of Inspection, detailed stow plan with stability calculations, lashing gear details, and confirmation of ability to meet specified laydays. Award is contingent upon successful pre-delivery inspection and acceptance.
