About this opportunity
The Department of the Air Force Materiel Command Test Center seeks timber harvest services at Arnold Air Force Base near Tullahoma, Tennessee, with proposals due October 16, 2026. The procurement is a 100% small business set-aside under NAICS 113110 (Timber Tract Operations), limiting competition to verified small business concerns with 500 employees or fewer.
Place of performance is Arnold AFB, Tennessee. The contractor must harvest approximately 40.5 acres of merchantable timber over a twelve-month performance period beginning upon Notice to Proceed, delivering four line items: 763 tons of pine saw-timber, 756 tons of pine pulpwood, 91,200 board feet of hardwood saw-timber, and 314 tons of hardwood pulpwood. Pricing is firm fixed unit rates per ton or board feet; payment is made weekly by certified check, cashier's check, or postal money order within 15 working days of certified removal.
Award will be made to the vendor providing the highest total evaluated price that is technically acceptable. Technical acceptability requires a current Tennessee Master Logger certificate for the on-site supervisor, a signed commitment letter from a Treasury-approved surety confirming ability to provide a $2,000 performance bond, and a Certificate of Insurance demonstrating Commercial General Liability of $1,000,000 per occurrence and Automobile Liability of $500,000 combined single limit minimum. Tennessee Workers' Compensation Insurance of $100,000 minimum bodily injury by accident is required for all crew members. Sole proprietors with no direct employees who qualify for statutory exemption under Tennessee law must submit official documentation of current exemption registration with the State of Tennessee. Site visit attendance is not mandatory. A questions deadline is October 8, 2026. Amendment 0002, posted September 30, extended the submission deadline from October 9 to October 16 and eliminated mandatory site visit attendance and prior technical evaluation sub-factors, replacing them with price-only evaluation.
