The required space is designated for a Readjustment Counseling Service (RCS) facility with a maximum 3,400 rentable square feet and 2,688 net usable square feet, nine on-site surface parking spaces, and full ADA compliance. The preferred location is first-floor contiguous space within a delineated area bounded by North Scranton Expressway and Interstate 81 to the north, Keyser Avenue to the west, and Interstate 81/476 to the south and east. Non-contiguous space and other floor levels with working elevators are acceptable if ADA compliant.
The proposed lease term is 20 years with a 5-year firm term. The VA will evaluate alternative space based on economic advantage, weighing relocation costs including physical move, tenant improvement replication, telecommunications infrastructure, and agency downtime against the cost of remaining in current space.
Property owners, brokers, and legal representatives should submit property information, photos, general layout, location, and approximate price-per-square-foot pricing via email to D'Andre Edwards-Gray, Lease Contracting Specialist, at D'Andre.Edwards-Gray@va.gov or 202-302-0327. Respondents bear all proposal costs; the VA will not pay commissions.
