About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center Wright Patterson Air Force Base is seeking contractors for the 2026 Wright-Patterson Air Force Base Multiple Award Construction Contract (MACC), which will procure design and construction services for maintenance, repair, and minor construction projects across the 8,000-acre base containing 850 facilities totaling 16.4 million square feet. Contractors must be US-owned companies capable of managing diverse construction projects including renovations, upgrades, additions, and complex repair work involving general construction, hazardous material abatement, mechanical, electrical, and telecommunications installations. The contract requires contractors to provide in-house design capabilities or ready access to design resources, with project delivery methods including both Design/Build and Design/Bid/Build approaches. Evaluation criteria will include technical understanding, cost, past performance, schedule adherence, sustainable design features, and personnel qualifications. The pre-solicitation notice was posted on June 10, 2025, with a due date of July 23, 2025, and the contract is planned for a 5-year duration covering 2026-2031.

This opportunity is designated as a Total Small Business set-aside, restricting participation to small business contractors at the prime contractor level. The contract will utilize a multiple award structure to handle the heavy volume of task orders required to support more than 100 associate units located at Wright-Patterson AFB, with facilities ranging from research and development to hospital, secure areas, airfields, infrastructure, administrative, residential, and industrial spaces. The base is divided into two areas separated by Ohio SR 444, necessitating efficient management and expeditious response capabilities from contractors. While specific contract values are still under development according to the government's responses to industry questions, the MACC structure will accommodate multiple concurrent projects with task order values dependent on specific project requirements. The diverse facility types and missions at Wright-Patterson AFB create a complex environment requiring contractors to demonstrate flexibility in design staff and subcontractor resources to handle rapid increases in work volume.

Update #2 · Latest ·

The anticipated requirement will be issued as a total small business set aside with an 8(a) pool. Contractors selected for award will form the two (2) pools of contractors eligible to compete for individual Task Orders; one Small Business Pool and one 8(a) Pool. Task orders will be competed amongst both area pools.

The MACC will be utilized to procure design and construction efforts at Wright-Patterson AFB, OH (WPAFB).

The contractor shall provide all management, labor, material, and equipment (unless furnished by the Government), transportation, supervision and designs to accomplish multiple concurrent projects for a broad range of maintenance, repair and minor construction work on real property at Wright Patterson AFB, OH and local USAF Leased spaces. The base covers more than 8,000 acres of
land (12.5 square miles) and provides operational support for more than 100 associate units located at Wright-Patterson. The base is divided into two areas - A and B. Ohio SR 444 runs between the two areas. WPAFB has 850 facilities containing 16.4 million SF, with missions varying tremendously in complexity and nature. Facilities include, but are not limited to, research and development, hospital, secure areas, airfields, flight line, infrastructure, administrative, residential, pavements, industrial, etc. The size and diversity of WPAFB necessitates expeditious response and efficient management of the heavy volume of task orders (TOs) placed against the MACC.

The prime contractor level is limited to US owned/operated contractors/companies only, foreign contractors are prohibited to participate.

Contractors that participate in the MACC will be expected to accomplish a wide variety of individual construction projects. Project types may include renovations/upgrades, additions, and complex repair work. Specific projects may routinely include general construction and finishing work, hazardous material surveying and abatement, mechanical, electrical, and telecommunications installations. The requirements for specific projects will be identified in individual TO RFP (Task Order Request for Proposal) that will be sent to MACC contractors to base their proposals on.

Project delivery methods form MACC TO (Task Orders) may include both Design/Build and Design/Bid/Build. Therefore, in addition to providing for general construction services, the Contractor will need to provide in-house design capability or ready access to design capabilities. The Contractors shall provide sufficient technical support and project management to assure quality and completeness of TO proposals, accommodate multiple concurrent “active” projects, provide flexibility of design staff and subcontractor pool to handle rapid increases in work volume, process submittals in a timely manner, and perform according to schedule.
