About this opportunity
The Department of the Air Force Foreign Liaison Office (DAFFLO) is soliciting transportation services through a Request for Quote to support the Winter 2026 Air Attache Tour. The requirement involves providing charter bus industry services, specifically comfortable vehicles such as motorcoaches or luxury vans, to transport approximately 50 attendees in Miami, Florida from January 10-12, 2026. The services must include ground transportation to U.S. Southern Command (SOUTHCOM) facilities and local cultural sites, with drivers capable of providing tour narration and accessing military bases. The evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) approach under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures, where award will be made to the responsible vendor offering the lowest evaluated price among all technically acceptable quotes. Prospective offerors must submit questions or concerns to the Contracting Officer (Ms. Danielle Sookhai) and Contract Specialist (Ms. Maia Warren) no later than 10:00 AM Eastern Time on December 15, 2025, with all quotes due by 10:00 AM Eastern Time on December 19, 2025.
This procurement is designated as a Total Small Business Set-Aside, requiring all offerors to be registered in the System for Award Management and to provide rates within current Federal Supply Schedules under NAICS code 485510 (Charter Bus Industry). The performance period spans three days, January 10-12, 2026, with transportation requirements accommodating group movements of up to 50 people, separate attache movements of 30 people, and spouse movements of 20 people, each with specific vehicle and luggage capacity requirements. Drivers must complete background checks and submit identification documentation 14 days prior to the tour to ensure base access. The place of performance is Joint Base Andrews, Maryland, with operations centered in Miami, Florida. While one document references a USD 19,000,000 NAICS size standard, this appears to be a standard industry threshold rather than the anticipated contract award value for this specific three-day tour requirement.
