About this opportunity
The Department of Agriculture Forest Service is procuring botanical field survey services for the Umatilla National Forest with responses due July 28, 2026. This opportunity carries a total small business set-aside. The work encompasses field surveys for vascular plants, non-vascular plants (bryophytes and lichens), and invasive species across designated survey units within the Mottet Project Area (approximately 70 square miles in the Walla Walla Ranger District, northeastern Oregon). Contractors must collect data sufficient to inform forest management decisions, identify mitigation measures for rare botanical species, and assess invasive plant distribution and spread prevention strategies. Deliverables include completed R6 Invasive Plant Inventory Field Forms, Element Occurrence data for threatened, endangered, and sensitive species with standardized locational accuracy and attribute documentation, cryptogram voucher specimens with supporting habitat and substrate information, and GIS shapefiles delineating all infestations and occurrences as polygons with attributed data (Site ID, unit, percent cover, scientific name). Target species include those on the 2023 ORBIC vascular and non-vascular species lists, the TESP species list for the Umatilla National Forest, and designated invasive species from the 2023 Oregon-Washington invasive species list. Performance requirements mandate GPS data in UTM NAD 83 Zone 10 projection, standardized field forms with defined Site ID formatting, density counts and measurements for priority invasive species, and all deliverables in electronic format. Prevailing wage rates apply per Department of Labor Wage Determination WD_2015-5589 for Oregon counties including Umatilla and Wallowa.
