About this opportunity
The Library of Congress Office of Business Enterprises is seeking contractor support to maintain and upgrade its NCR Voyix Counterpoint Enterprise Resource Planning system that supports three distinct business lines: Retail, Cataloging Distribution Service, and Duplication Services. The contractor must transition the existing Counterpoint software from version 8.5.7 to version 8.6 (or most recent compatible version), provide annual user licenses, deliver stationary and remote Point of Sale stations with warranties, and maintain separate customer databases, product databases, order history, and business reporting for each business entity. This is a brand name requirement specifically for NCR Voyix Counterpoint software, and the Library will evaluate proposals using a best-value trade-off approach where non-price factors outweigh price considerations. Evaluation criteria include technical approach, corporate capability, proposed staff, and past performance. The original proposal due date of September 12, 2025, has been extended twice, with the final deadline set for 10:00 AM Eastern on September 22, 2025.
This solicitation does not include any small business set-aside designations and appears to be an unrestricted procurement. Based on the justification documentation, this represents a sole-source procurement with NCR Voyix as the incumbent contractor, with a total contract value of $1,053,120.00 over a five-year performance period from October 12, 2025, to October 11, 2030. The contract includes a base year plus four option years and requires 25-29 annual user licenses, five stationary NCR Point of Sale stations, two remote POS equipment units, and comprehensive five-year warranty support. The contract will be structured as a firm-fixed-price arrangement and includes optional improvements such as round-up capabilities, multiple inventory location management, customer relationship management configuration, and training across various functional areas. The place of performance is Washington, DC, supporting the Library's hybrid on-premise and cloud environment.
