About this opportunity
The Drug Enforcement Administration issued a notice of intent on August 5, 2026 to award a firm-fixed price sole-source purchase order to Callyo 2009 Corp for telecommunications services, with a capability statement deadline of August 5, 2026 at 11:00 PM EST. The procurement is justified under FAR 6.302-1(c) (Only One Responsible Source) based on the Callyo System being a proprietary mobile software platform with unique, patented features available exclusively from Callyo 2009. The system converts smartphones into secure tools for law enforcement investigations, enabling recording of consensual telephone conversations, evidence preservation, undercover source protection, and secure video transmission to government cloud storage. The contract period runs September 1, 2026 through August 31, 2027. Market research confirmed no competitive alternatives exist among public safety service vendors. Although this is not a competitive request for proposal, any source capable of providing the services may submit capability statements electronically to Lindsey Clark (Lindsey.J.Clark@dea.gov) by the August 5 deadline. The Government reserves the right to use submitted information to determine whether to conduct a competitive procurement and is under no obligation to acknowledge receipt or provide feedback. NAICS code 334220 applies.
