About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement by the Drug Enforcement Administration's Office of Acquisition on behalf of the Detroit Field Division.

The procurement is for recurring IT services from Callyo 2009 Corp. (P.O. Box 843539, Dallas, TX 75284) for the period of September 1, 2026 through August 31, 2027. The Callyo System is a mobile software platform that converts standard smartphones into secure tools for covert and overt law enforcement investigations. The system enables monitoring and recording of consensual telephone conversations between undercover/confidential sources and investigative targets, preserves evidence for prosecution, provides safety for undercover/confidential source meetings, and offers video features for livestreaming field video, drone footage, and secure transmission of data to government cloud storage. The J&A cites FAR 6.103-1 (Only One Responsible Source) as the statutory authority for limiting competition, based on the Callyo System being a sole-source product with unique features that are manufactured, sold, and distributed exclusively by Callyo 2009. No other company manufactures a product with all of Callyo's unique features, and the patented cellular-based application and required ".GOV" Cloud security are available only through Callyo. Market research confirmed no competitive alternatives exist among vendors specializing in public safety services. The Contracting Officer determined the proposed pricing to be fair and reasonable based on evaluation of similar past procurements. No other sources expressed written interest in the acquisition.
