About this opportunity

The Department of the Army Materiel Command Contracting Command at Picatinny Arsenal has issued a Special Notice for the 2025 Munitions Executive Summit (MES), scheduled for March 18-19, 2025. The notice serves to publish the Single Manager for Conventional Ammunition (SMCA) Advanced Planning Briefing to Industry (APBI) Guidebook, which provides comprehensive information about the Joint Program Executive Office Armaments and Ammunition (JPEO A&A) enterprise. The guidebook details the organization's structure, including four primary project management offices responsible for developing and procuring armaments and ammunition for Joint Warfighters and Allied Partners. Hosted by the National Defense Industrial Association (NDIA), the summit aims to provide industry partners with insights into current and future ammunition-related initiatives. The United States Government explicitly notes that the information within the guidebook is a planning document subject to change and should not be considered definitive.

The primary objective of the Special Notice is to offer contractors a detailed overview of potential business opportunities within the ammunition enterprise for Fiscal Year 2025. Contractors can find extensive information in Appendix A, which lists planned contract actions across project offices, including anticipated dollar values, procurement strategies, and release dates. Notably, opportunities range from a $532.8M Future Artillery Complex construction project to a $10B construction modernization Multiple Award Task Order Contract (MATOC). The guidebook indicates that contract types will predominantly be firm-fixed-price, with a mix of full and open competition, small business set-asides, and some sole source awards. Interested parties can contact Mr. Michael Lau or Mr. Daniel Potempa for questions about the document. A key highlight is the Combat Ammunition Systems (PM CAS) plan to expand industrial base capacity and increase 155mm munition production to 100,000 shots per month. Appendix B of the guidebook also provides insights into Science and Technology Focus Areas for the U.S. Army Combat Capabilities Development Command Armaments Center.
