About this file

This is a March 2025 Advanced Planning Briefing to Industry (APBI) Guidebook for the Single Manager for Conventional Ammunition (SMCA) program published by the Joint Program Executive Office Armaments & Ammunition (JPEO A&A). The guidebook provides comprehensive information about JPEO A&A's organization, which is responsible for developing, procuring and fielding lethal armaments and ammunition for Joint Warfighters and Allied Partners. It includes details about four major project offices: Combat Ammunition Systems (PM CAS), Close Combat Systems (PM CCS), Maneuver Ammunition Systems (PM MAS), and Project Lead Joint Services (PL JS).

The document contains extensive business opportunities for FY25 in Appendix A, listing planned contract actions across all project offices with anticipated dollar values, procurement strategies, contract types, and release dates. Key opportunities include a $532.8M Future Artillery Complex construction project, $371.7M for XM1208 projectiles, and a $10B construction modernization MATOC. Most contracts are firm-fixed-price with a mix of full and open competition, small business set-asides, and sole source awards. The guidebook also includes an acronym list, helpful contractor resources, and Combat Capabilities Development Command (DEVCOM) future technology focus areas in Appendix B. Of note is PM CAS's plan to ramp up 155mm munition production capacity to 100K shots per month through industrial base expansion.
