About this opportunity

The United States Department of Agriculture's Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services (USDA AMS Cotton and Tobacco) is preparing to solicit quotes for a ten-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for extended warranty coverage on Cotton Testing Instruments (CTI), also known as High Volume Instruments (HVI). The procurement will encompass comprehensive maintenance and repair services for all existing CTI machines, including software updates and extended warranty coverage beyond the manufacturer's original terms. The full Request for Quote (RFQ) is anticipated to be posted on SAM.gov on or before May 16, 2025, with quotes due by June 3, 2025. USDA has explicitly stated that no quotes or questions will be accepted prior to the official RFQ solicitation. The contract falls under the NAICS category 811310 for commercial and industrial machinery and equipment repair and maintenance, specifically targeting laboratory and instrument equipment.

The contract opportunity is designated as a Total Small Business set-aside, meaning only small businesses can compete for this procurement. While specific award values are not disclosed in the pre-solicitation notice, the ten-year contract duration suggests a potentially significant long-term engagement. The scope of work includes warranty coverage for all current USDA-owned CTI machines and all 2025 CTI equipment, indicating a comprehensive approach to equipment maintenance and support. The procurement will be categorized under Product Service Code (PSC) J066, which covers maintenance, repair, and rebuilding of instruments and laboratory equipment. Potential contractors should be prepared to demonstrate capability in providing extensive warranty services for specialized cotton testing instrumentation, with a focus on maintaining the operational integrity of these critical testing systems.
