About this opportunity

The United States Department of Agriculture Forest Service is seeking to procure National Mobile Food Service Unit (MFSU) support for fire suppression, all-hazard incidents, and severity/preparedness assignments across the western United States. The upcoming solicitation will result in commercial, performance-based, multiple-award Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for providing mobile food services in challenging environments ranging from urban areas to remote primitive locations. Contractors must be capable of delivering appetizing, nutritional, and well-balanced hot and cold meals for incident personnel, with complete meal preparation occurring directly at incident sites. The procurement will be conducted under Federal Acquisition Regulations (FAR) Parts 12 and 15, with a two-phase evaluation process. Phase 1 will award "Parent" IDIQ contracts to technically acceptable and reasonably priced offerors, while Phase 2 will involve a separate notice of fair opportunity using a Lowest Price Technically Acceptable (LPTA) selection process.

The pre-solicitation notice is specifically set aside for total small business participation, targeting the Food Service Contractors NAICS category (722310). The initial contract period will run from the award date through December 31, 2025, with potential renewals of up to four additional one-year periods, creating a maximum potential contract duration of five years plus a possible six-month extension. While specific award values are not disclosed, the contract will cover comprehensive mobile food service requirements, including all necessary equipment, supervision, labor, materials, and supplies to support incident personnel. The solicitation aims to establish multiple contractors capable of providing flexible, high-quality food service support across diverse and challenging operational environments. Interested small businesses should carefully review the upcoming Request for Proposals (RFP) to understand the detailed technical and performance specifications for these critical mobile food service support contracts.

Notice text

This is not a solicitation. This is a “pre-solicitation” announcement.

USDA Forest Service, Procurement and Property Services (PPS), Incident Procurement Operations (IPO), Logistics Contracting Branch intends to post a Request for Proposals (RFP) for National Mobile Food Service Unit (MFSU) support for fire suppression activities, all-hazard incidents and severity/preparedness assignments at various field locations throughout the western United States in the near future. MFSUs shall provide appetizing, nutritional, well-balanced hot/cold meals, shift provisions, hot/cold can meals and supplemental items for incident personnel with all meals freshly prepared at the incident. The MFSU includes all equipment, supervision, labor, materials, and supplies to accommodate the Government’s need and must be capable of operating in adversely impacted urban areas to remote primitive locations with very limited access.

The solicitation for National “Parent” Mobile Food Service Unit (MFSU) support will result in commercial, performance based, multiple-award, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts with fixed-price Contract Line-Item Numbers (CLIN) established for each National MFSU included in the IDIQ. The contractor shall provide all necessary resources to provide MFSU services in accordance with the specifications.

The services of this Request for Proposal (RFP) are being acquired under the authority of Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 15, Contracting by Negotiation and conducted in two phases.

   (a)  Phase 1 - National MFSU “Parent” IDIQs will be awarded to offerors with units determined technically acceptable and reasonably priced.

   (b)  Phase 2 will consist of a separate notice of fair opportunity (NFO) evaluated using a LPTA selection process for solicited DDP TOs. The NFO will only be issued to offerors that received a “Parent” IDIQ.

The effective period of the resultant contract(s) will be from date of contract award through December 31, 2025: At the Government’s option, the contract(s) may be renewed for additional one-year periods, not to exceed four renewal periods (5-year maximum potential contract plus an additional six months if Option to Extend Services FAR 52.217-8 is exercised).
