This is full and open competition under FAR Part 12 for commercial services, firm-fixed-price.
Place of performance spans the continental United States, Hawaii, designated Alaska areas, U.S. Virgin Islands, Guam, and potentially other U.S. territories. The NAICS code is 541611, Administrative Management and General Management Consulting Services.
Required deliverables include eligibility counts and rates, coverage rates, participation rates, a full 2024–2025 technical report, a brief 2024 national-level report, county and Congressional district estimates disaggregated by participant category (infants, children by age, pregnant women, postpartum women) and characteristics including race/ethnicity, income, and urbanicity, interactive online graphics, and complete data files with fully commented code in SAS, R, or other analytical software. All public-facing deliverables must be 508-compliant. Two optional tasks are ITO (Inflation Threshold Opportunity) estimates and additional county and Congressional district estimates, both to be priced in the initial quotation for evaluation. The period of performance is 18 months from award.
Award will be made using the Highest Rated Technically Acceptable method based on three evaluation factors in descending importance: Technical Approach (15-page maximum volume using 12-point Times New Roman, single-spaced, one-inch margins, excluding appendices), Past Performance (three projects within five years with demonstrated WIC or federal program eligibility work relevance and recency within three years), and Price. Past performance references must submit questionnaires to LaShaun.Thompson@usda.gov by August 28, 2026 at 12:00 PM EDT. Price proposals must include TIN, UEI, and the completed pricing sheet with all CLINs. Invoicing occurs monthly through the Invoice Processing Platform with progress updates required as a condition precedent to payment. No security clearances are required.
