The Naval Facilities Engineering Command (NAVFAC EXWC) has awarded a sole-source modification to the ongoing research contract with University of California Santa Cruz (UCSC) for pinniped hearing research under the Living Marine Resources program, with the modification valued not to exceed $1 million and performance extending through December 31, 2028.

The justification rests on UCSC's Pinniped Cognition and Sensory Systems Laboratory being the only facility in the United States possessing the required combination of captive pinnipeds, specialized sound-dampening pools, and institutional expertise. Animals already trained under the existing contract have established baseline behavioral protocols; switching sources would result in loss of critical data, extensive retraining costs, and unacceptable delays. Market research confirmed no other responsible source possesses this unique combination. The current contract value is $640,802 with a performance period originally ending April 15, 2027; the modification extends performance through December 31, 2028. Work begins September 2026 and includes participation in a UCSC/Navy working group, animal training and data collection for high- and low-frequency hearing and masking analysis, and evaluation of frequency discrimination abilities. NAVFAC EXWC has recently awarded a modification to the ongoing research Contract with University of California Santa Cruz (UCSC), which has been determined to represent an out-of-scope change in terms, due in large part to the significant increase represented by the firm-fixed-price agreed upon for supplemental work. In accordance wtih a commitment to regulatory compiance, the accompanying Justification and Approvals (J&A) documentation is hereby posted for public viewing, regarding details of the decision. UCSC uses the contract UEI VXUFPE4MCZH5 also listed in the SAM database.
