The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA Automotive purchases an estimated 40,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for Proposal (RFP) for Medium/Heavy Trucks and Wreckers & Carriers to be built in accordance with Federal Vehicle Standards. Prospective offerors must meet the minimum requirements as cited in 2017 Federal Vehicle Standards. The Federal Vehicle Standards are available at https://vehiclestd.fas.gsa.gov/.


The contract type contemplated is a Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FP-EPA/IDIQ) contract. The anticipated period of performance is a base period from December 12, 2016 through December 11, 2017 with a two (2), one (1) year option periods. It is not anticipated this acquisition will be set-aside for Small Business concerns, however all qualified Small Business concerns will be encouraged to submit offers. This acquisition will be classified under NAICS codes 336120- Heavy Duty Truck Manufacturing and 336211- Motor Vehicle Body Manufacturing. The Small Business Size Standards can be found at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf.


The anticipated evaluation factors are: Technical Capability, Management Capability, Past Performance, and Price.


Prospective Offerors:


1. Prospective offerors are required to obtain a user name/password and indicate interested makes/models for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the attached "Request for AutoBid Account" document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information on the information to be required by AutoBid, please see the attached "AutoBid Vendor Instructions".
