NOTICE OF INTENT TO ISSUE SOLICITATION
The General Services Administration (GSA) intends to issue Solicitation QMAE-BC-100005-N for the 2011 Bus Program to include acquisition of School, Shuttle, Adult Work, Inter City Commuter Coach, Over the Road Touring Coach and Double Decker Touring Buses. Buses must be built in accordance with the Federal Standard 833E. The various passenger carrying capacity for these buses range from a 14 Passenger School bus to a 79 Passenger Double Deck Touring Bus. This acquisition will result in an Indefinite Delivery/Indefinite Quantity, Fixed Price Type Contract with an Economic Price Adjustment. The resulting contract will consist of one (1) base year with four (4) option years. This acquisition is 100% Full and Open Competition. Please review the Federal Bus Standards in the link below when responding to the announcement. The Government's bus requirements consist of minimum's table and supporting documentation (TEXT) that forms the complete requirements which must be considered

The General Services Administration (GSA), Center for Automotive Acquisition (QMD) and The Office of Acquisition Operations, Medium & Heavy Vehicles (QMAE) will host a draft standards and pre-solicitation conference on Tuesday 30 March 2010 from 8am - 4pm covering the future acquisition of School, Shuttle, Adult Work, Inter City Commuter Coach, Over the Road Touring Coach and Double Decker Touring Buses in accordance with the Draft Federal Standard. Paper copies of this standard will not be available.
The purpose of this conference is to establish a dialogue between industry and the Government to allow all interested parties an opportunity to understand GSA's goals for the program; learn about the proposed acquisition approach and seek industry feedback. All comments, questions and recommendations, including those made during the conference must be submitted and placed in the GSA Federal Standard Comment Collector (http://apps.fss.gsa.gov/vehiclestandards/) in order to assure they are given proper consideration. Upon finalization of the 2011 Federal Bus Standards, GSA will issue a competitive acquisition which will be posted on FedBizOpps (www.fbo.gov) in early Summer 2010.
This conference will be held at The Marriott Crystal City, 1999 Jefferson Davis HWY, Room Salon DE, Arlington VA. 22202. Interested parties should RSVP to the event by sending confirmation of attendance via email to devone.brown@gsa.gov with a courtesy copy to Peter Mielke at peter.mielke@gsa.gov no later than 24 March 2010. Please include company name, address, telephone, fax, email, and names and titles of attendees. Due to facility constraints, the Government must limit attendance to no more than two (2) guests per manufacturer or dealer.
The attached minimum requirements documents will be the basis for discussions at the conference. The Government will not reimburse for travel cost incurred to attend the conference.
