About this opportunity
The Department of Agriculture Forest Service seeks two 2026 Polaris RZR Trail Ultimate utility terrain vehicles with RT Kit and Winch for law enforcement operations in Region 13 Subregion 8, with proposals due May 28, 2026. This is a Total Small Business Set-Aside with a $9 million size standard.
Place of performance is Asheville, NC 28801, with delivery to 160 Zillicoa Street, Region 13 Subregion 8 Law Enforcement. The Forest Service is responsible for pickup within 100 miles of Asheville; otherwise the contractor must deliver at no cost to the government. Each vehicle must be a new, unused 2026 Wolverine model fully assembled and operational at delivery, configured with an 847cc liquid-cooled fuel-injected engine, selectable 2WD/4WD with differential lock, automatic continuously variable transmission, electric power steering, hydraulic disc brakes, 3,500 lb rated electric-powered winch with steel cable or synthetic rope, front and full skid plate protection, rock sliders, rear A-arm guards, windshield, premium LED headlights, steering wheel, two bucket seats, large instrument cluster gauges, and high-coverage bumper. The contractor must provide 72 hours advance notice prior to delivery and furnish operator manuals, maintenance and service manuals, warranty documentation, parts documentation, Manufacturer Certificate of Origin, and training materials. All titles and documents must list USDA FS Region 13 Subregion 8 as owner.
The contract will be firm-fixed-price, awarded to the lowest-priced technically acceptable offer with acceptable or neutral past performance. Evaluation first assesses technical acceptability and past performance; only the lowest-priced offer receives initial evaluation; if unacceptable, evaluation proceeds with successively higher-priced offers. Offerors must submit completed pricing from Attachment C, completed Experience Questionnaire (Attachment D), and acknowledgment of amendments. Service Contract Labor Standards apply, with Automotive Electrician wage rates of $28.18 plus fringe benefits. NAICS 336999 and PSC 2310 apply.
