All vehicles must be fully assembled, tested, and operational at delivery. The seller is responsible for all delivery costs; vehicles will be picked up if within 100 miles of Asheville, North Carolina, otherwise delivered to USDA FS Region 13 SR 8 LE&I at 160 Zillicoa Street, Asheville, NC 28801. The seller must provide 72 hours advance notice prior to delivery and furnish documentation including operator manuals, maintenance and service manuals, warranty documentation, parts documentation, Manufacturer Certificate of Origin (MCO), and training materials. All titles and documents must list USDA FS Region 13 Subregion 8 as owner; scanned copies are to be emailed to rene.vandenheuvel@usda.gov with originals mailed to the R13 Fleet Management Office in Roanoke, Virginia. Travel, security requirements, data rights, and Section 508 compliance are not applicable to this SOW.

General Information

1.0 Scope of Work

The USDA Forest Service (FS) Washington Office Law Enforcement Region 13 Subregion 8 has a requirement to secure a qualified vendor who can provide two (2) new 2026 Utility Terrain Vehicles (UTVs). All labor, parts, and products installed must meet manufacturer specifications, including all non-OEM aftermarket items necessary to meet specifications. These vehicles will be used on all types of terrain in forest environments to support law enforcement operations. The assets shall be delivered to the locations listed on the Schedule of Items and customer information section.

2.0 Background

The Seller shall supply the number of Utility Terrain Vehicles (UTVs) specified on the Schedule of Items meeting the minimum specifications. The Seller shall be responsible for delivering the Utility Terrain Vehicles to the specified locations. The price for each Utility Terrain Vehicle (UTV) shall include delivery costs. The USDA Forest Service (FS) Washington Office Law Enforcement Region 13 Subregion 8 is requesting procurement to include:

• Acquisition of two (2) new UTVs, configured for operational use.

• Outfitting each UTV with required protective accessories and operational equipment.

• Unit will pick up if 100 miles of Ashville NC otherwise delivery to designated USDA Forest Service Law

Enforcement location would be needed.

Contractor Requirements

3.0 Technical Requirements / Tasks

Prior to delivery, the Seller shall provide the designated Point of Contact at least seventy-two (72) hours advance notice of the expected delivery date and time for each asset.

3.1 Base Vehicle Requirements

Each UTV shall meet the following minimum specifications:

3.2 Required Installed Accessories

Each UTV shall include the following installed accessories:

Documentation Requirements:

The Seller shall provide the following documentation at delivery:

• Operator manuals • Maintenance and service manuals • Warranty documentation

• Parts documentation (if available) • Manufacturer Certificate of Origin (MCO)

• Training materials, if available

Delivery: Vehicle will be delivered to POC and address as specified.

Delivery of UTV, fully assembled, tested, and outfitted with law enforcement accessories.

Documentation includes operator manuals, service guides, warranty information, and training materials.

All COV titles and documents produced by vendor in original form will include owner:
