About this opportunity
The Centers for Disease Control and Prevention (CDC) is seeking to procure 5 First Tier Newborn Screening Internal Standard Kits through solicitation RFQ No. 75D301-25-Q-78685. These specialized kits consist of lyophilized mixtures of isotopically labeled internal standards with chemical purity of 97% or higher, designed for accurate quantification of first-tier newborn screening analytes using mass spectrometry analysis methods. Each kit must contain 10 vials of the internal standard mixture that can be resuspended and transferred, with specific storage conditions and a minimum stability period of 6 months within those conditions. The contract will be awarded on a lowest-priced technically acceptable basis, with technical compliance weighted more heavily than price, requiring offerors to submit a statement of analysis demonstrating compliance with detailed specifications. The solicitation was released on August 29, 2025, with quotes due by September 5, 2025 at 2:00 PM Eastern Time.
This procurement opportunity does not utilize any set-aside designations and is classified under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) with a size standard of 1,250 employees. No specific award values, budget ranges, or incumbent contractors are mentioned in the solicitation materials. The successful contractor must deliver all 5 kits on or before January 15, 2026, which represents a 4-month delivery timeline from contract award. Performance will occur with delivery to the CDC Distribution Center located in Chamblee, Georgia. The procurement falls under PSC code 6550 for In Vitro Diagnostic Substances, Reagents, Test Kits and Sets, reflecting the specialized nature of these newborn screening laboratory supplies.
