COMBINED SYNOPSIS AND SOLICITATION
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number and a statement that the solicitation is issued as an invitation to bid (IFB), request for quotation (RFQ) or request for proposal (RFP). This solicitation is issued as a request for quote (RFQ). The RFQ number is 75D301-25-Q-78685.
(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 2025-05 dated 08/07/2025.
(iv) A notice regarding any set-aside and the associated NAICS code and small business size standard. This requirement is not set-aside and is issued unrestricted using NAICS 325413 with a size standard of 1,250 employees.

Salient Characteristics:
The requirement is for 5 1st Tier Newborn Screening Internal Standard Kits. The kit is a mixture of internal standards for accurate quantification of first-tier newborn screening analytes by mass spectrometry analysis methods. Each kit shall contain 10 vials of the internal standard mixture described in below. The kits shall be delivered within 4 months of the award of the resulting contract.
First-tier newborn screening internal standard kits: The commercial product requested shall be a lyophilized mixture of the concentrated isotopically labeled internal standards with a chemical purity ≥ 97%, unless otherwise stated below, in a single vial that can be resuspended and transferred. The commercial product shall have a specific storage condition (e.g., 4-10 ⁰C, -20 ⁰C) with an expiration date for the commercial product lot being purchased. The minimum period of stability within the specified storage conditions shall be at least 6 months.
These isotopically labeled internal standards present in the commercial product shall have identical isotopic labels and isotopic purities, and final μM concentration of each internal standard when resuspended in 1 mL of solvent:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-
2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller
General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the

HHSAR 352.232-71 Electronic Submission of Payment Requests (February 2, 2022)
(a) Definitions. As used in this clause—
Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR
32.905(b), ‘‘Content of Invoices’’ and the applicable Payment clause included in this contract.
(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding
IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.
(c) The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.
(d) If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer’s written authorization with each payment request.

Contracting Officer shall require that the Contractor submit a completed HHS Section 508 Accessibility
Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an
Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), and any other additional information necessary to assist the
Government in determining that the ICT supplies or services conform to Section 508 accessibility standards. If it is determined by the Government that ICT supplies, products, platforms, information, documentation, and services support provided by the Contractor do not conform to the described accessibility standards in the contract, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its own expense.
(d) If this is an Indefinite-Delivery type contract, a Blanket Purchase Agreement or a Basic Ordering Agreement, the task/delivery order requests that include ICT supplies, products, platforms, information, documentation, or services support will define the specifications and accessibility standards for the order. In those cases, the Contractor shall be required to provide a completed HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an ACR (based on the VPAT see https://www.itic.org/policy/accessibility/vpat), and any other additional information necessary to assist the

A. Applicability
The following applies to all Contractors whose employees create, work with, or otherwise handle Federal records, as defined in Section B, regardless of the medium in which the record exists.
B. Definitions
“Federal record” as defined in 44 U.S.C. § 3301, includes all recorded information, regardless of form or characteristics, made or received by a Federal agency under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the United States
Government or because of the informational value of data in them.
The term Federal record:
1. includes Centers for Disease Control and Prevention (CDC) records.
2. does not include personal materials.
