About this opportunity

The Department of the Army Materiel Command Contracting Command at Picatinny Arsenal is announcing the 1st Annual PM Soldier Lethality Foreign Military Sales (FMS) Forum, a virtual event scheduled for February 17, 2026. This procurement opportunity is directed toward weapons and enablers contractors specializing in small arms, ordnance, and ordnance accessories manufacturing (NAICS 332994). The forum will feature comprehensive discussions on Army reorganization impacts, FY25/26 FMS activities and emerging trends, long-term contracting strategies, and the total package approach to FMS. Participation will include group presentations as well as one-on-one sessions with PM Soldier Lethality leadership and subject matter experts to address contractor-specific questions. Interested parties must contact the designated points of contact—Mr. Steve Platovskiy, Joseph Ogaja, or Contracting Officer Sergio F. Moraga—by the January 9, 2026 deadline to express interest and indicate whether they wish to participate in one-on-one discussions.

No set-aside designation has been applied to this pre-solicitation notice. The announcement does not identify specific incumbent contractors or provide award values or budget ranges, as this forum represents an informational and networking opportunity rather than a formal solicitation for specific deliverables or services. The event is positioned as an inaugural engagement platform designed to facilitate dialogue between the government and the contracting community regarding foreign military sales opportunities and long-term partnership strategies. While no numerical performance targets or timeline-based milestones are specified, participation in this forum may serve as a foundation for future contracting opportunities with PM Soldier Lethality. Contractors in the specified NAICS category seeking to understand emerging foreign military sales priorities and establish relationships with key decision-makers are encouraged to participate.
