About this opportunity
The U.S. Department of State, specifically the U.S. Embassy in Dakar, Senegal, is seeking a contractor to provide Consolidated Leased Line Services through a Request for Quotations (RFQ). The solicitation, numbered 19SG2025Q0009, requires potential vendors to submit comprehensive quotations that include specific documentation such as SF-1449, pricing details, representations and certifications, and mandatory cybersecurity documentation. Vendors must be registered in the System for Award Management (SAM) and submit their proposals electronically by July 14, 2025, at 12:00 noon local time. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, with the possibility of holding discussions with companies in the competitive range if necessary. Proposals must be submitted in English, with specific file format requirements (MS-Word, MS-Excel, or Adobe PDF) and a maximum file size of 30MB.
The solicitation does not have a specific set-aside designation and covers telecommunications services in the NAICS category 517810 for "All Other Telecommunications" with a Product Service Code of DG11 for satellite communications and telecom access services. The place of performance is Dakar, Senegal, indicating this is a localized telecommunications contract for the U.S. Embassy. Vendors must complete a detailed Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire, which requires extensive documentation of their cybersecurity practices, software development security processes, and risk management strategies. While specific award value is not disclosed, the solicitation emphasizes rigorous cybersecurity compliance, including adherence to NIST Special Publication 800-218 Secure Software Development Framework. Potential contractors must provide comprehensive documentation demonstrating their ability to meet complex technical and security requirements for providing leased line services.
