About this opportunity
The Department of State seeks daily media and social media monitoring, analysis, and reporting services for Syria with proposals due August 6, 2026 at 4:00 PM Amman-Jordan local time. The procurement is unrestricted, employs a firm-fixed-price model with a best-value tradeoff evaluation, and carries a cumulative ceiling of $500,000 across a one-year base period plus four one-year option periods.
Place of performance is Amman, Jordan, with services deliverable entirely remotely—no physical presence, in-country office, or local staff in Syria or at Embassy Damascus is required. The incumbent contractor is Done by Native under Contract No. 19RC1125C0003.
The contractor must deliver one consolidated daily report by 7:00 AM Amman time, seven days per week except specified U.S. federal and Turkish national/religious holidays, covering Syrian local news outlets (print, online, television, radio), Syrian social media platforms (Twitter/X, Facebook, Instagram, Telegram, YouTube, TikTok), and regional and international media with significant Syria coverage. Daily social media monitoring must identify trending topics, influential actors, tonality, and message tracking. Three special analytical reports per month are required on demand within 24 hours. Required qualifications include proficiency in Arabic and English, demonstrated media monitoring expertise in the Middle East, and familiarity with Syrian political, social, and economic dynamics. The contractor assumes full responsibility for collecting and producing media data using its own tools and methodologies; the Government provides no existing data assets, software feeds, or integration hooks.
The base contract period is $100 to $400,000. Deliverables include daily fixed-rate reports for CLINs 001 and 002 (paid monthly), and CLIN 003 special analytical reports quoted as firm-fixed unit prices (estimated maximum 36 annually, payment contingent on actual orders). Defense Base Act insurance for overseas-based personnel is required and must be factored into pricing. Technical evaluation weighs mandatory three to five Syria-specific sample reports completed within 30 days prior to submission for clarity, translation accuracy, and analytical depth; past performance is rated acceptable/unacceptable. Questions were due July 27, 2026. The NAICS code is 519290, Web Search Portals and All Other Information Services. Proposals must include SF-1449 completed, pricing schedule, SAM registration proof, strategic work plan, quality assurance plan, insurance documentation, and sample reports, submitted electronically to RSU-AMMAN-PROCUREMENT@STATE.GOV in specified formats not exceeding 30 MB.
