About this opportunity
The U.S. Embassy in Amman, Jordan, through the Department of State, has issued RFQ 19J01025Q0030 seeking a research entity to conduct two large-scale nationally representative public opinion surveys focusing on Jordanian public opinion on topics of bilateral interest. The contractor will be responsible for designing surveys with at least 1,800 respondents aged 18-65, obtaining approval from the Public Diplomacy Section, conducting both quantitative and qualitative research, and providing comprehensive analytical reports with executive summaries, PowerPoint presentations, and media exposure through Jordanian outlets. The contract will be awarded to the responsible company submitting an acceptable offer at the lowest price, with the government intending to award based on initial quotations without discussions, though they reserve the right to request clarifications or best and final offers. Questions regarding the solicitation must be submitted in writing to AmmanRFQQuestions@state.gov by August 12, 2025, and complete proposals are due by August 24, 2025, at 16:00 local time. Required submission materials include SF-1449, pricing section, representations and certifications, proof of SAM registration, and additional documentation specified in Section 3 of the solicitation.
This opportunity does not utilize any set-aside designation and no current incumbents or contractors are identified in the documentation. The contract will be structured as a firm fixed-price purchase order payable in Jordanian Dinars (JOD) with no additional costs for escalation or currency exchange fluctuations, though specific award values or budget ranges are not disclosed. The two surveys must each be completed in less than two months, with the overall contract performance period running from October 2025 through September 2026. Each survey requires a minimum of 1,800 respondents between the ages of 18-65, representing a substantial data collection effort across Jordan's population. The place of performance is Amman, Jordan, where the contractor will execute both surveys and coordinate with the U.S. Embassy's Public Diplomacy Section throughout the contract period.
