About this opportunity

The U.S. Embassy in Canberra, Australia is seeking contractors to provide the comprehensive removal, supply, and installation of two Baltimore Aircoil Company cooling towers for chillers at their utility building. The solicitation requires offerors to handle all aspects of the project including design, engineering, procurement, installation, testing, documentation, commissioning, and compliance activities to replace existing Baltimore cooling towers. Contractors must be registered in the System for Award Management (SAM), provide a Project Manager fluent in English, and demonstrate relevant experience in similar installations. The government intends to award a firm-fixed-price contract to the responsible company submitting the lowest acceptable price, potentially based on initial quotations without discussions. Critical dates include a mandatory pre-quotation conference on August 21, 2025, at 11:00 AM AEST (with registration required by August 19, 2025, at 5:00 PM AEST), and a quotation submission deadline of September 11, 2025, at 5:00 PM AEST.

This solicitation operates under no set-aside designation, making it open to all eligible contractors. The project involves replacing two specific Baltimore Aircoil PCT0505-P3-I Series cooling towers, each with a flow rate of 19.81 L/s, heat rejection capacity of 460 kW, and 3.73 kW motors. The replacement must be performed sequentially to ensure continuous HVAC system operation, maintaining at least one chiller fully operational at all times to prevent disruption to embassy operations. Each cooling tower unit measures 1.67 m x 1.67 m x 2.90 m and weighs approximately 1,325 kg when operational. The work will be performed at the U.S. Embassy facility located in Harman ACT 2600, Australia. While no specific contract value is disclosed in the available documents, the technical complexity and specialized nature of the equipment suggest this is a substantial procurement requiring experienced HVAC contractors with international project capabilities.
