About this file

This document is an Amendment of Solicitation (Standard Form 30) and accompanying Questions and Answers for a Request for Quote (RFQ) for the U.S. Embassy in Canberra, Australia. The solicitation (RFQ 19AS2025Q0031) is for the supply and installation of two cooling towers for chillers, with a due date of September 11, 2025, at 5:00 PM AEST. The specific cooling towers are Baltimore Aircoli PCT0505-P3-I Series with detailed technical specifications, including a flow rate of 19.81 L/s, heat rejection of 460 kW per tower, and powered by 3.73 kW motors. Installation requirements include motorized bypass valves, vibration isolators, condensate drains, electrical connections, and flexible connectors. The Q&A section emphasizes that the towers must be replaced sequentially to ensure continuous HVAC system operation, with careful planning to minimize disruption and maintain at least one chiller fully operational at all times.

Subject: Questions and Answers RFQ Title: 19AS2025Q0031 – Supply & Installation of Two (2) Cooling Towers for Chillers Due Date: September 11, 2025, at 5:00 PM AEST

Question 1. Can you provide area maps/drawings.

Answer: Chilled Water System Drawings, provided as attachment.

Question 2. Can you include photos of the site.

Answer: Photos of the site, including the existing cooling towers, provided as attachment.

Question 3. What are the integration requirements for the new cooling towers?

Answer: The new Cooling Towers and VSD/VFD will interface with the existing Carrier i-Vu BMS/BAS system. The integration will use standard BACnet/IP or Modbus TCP/IP protocols.

Assignment of unique network addresses for each cooling tower.

tower fan.

Question 4.

Answer:

Model: PCT0505-P3-I Flow Rate: 19.81 L/s Hot Water Temp: 35 °C Cold Water Temp: 29.44 °C Number of Units: 1 per chiller (2 total for the two chillers) Fan Type: Standard Fan, 1 x 3.73 kW motor per unit Heat Rejection: 460 kW per tower, 504 kW total Tower Pumping Head: 15.19 kPa Static Lift: 15.18 kPa Spray Pressure: 0.01 kPa Reserve Capability: 9.54%

Installation Notes: Towers can be installed individually; however, replacing both chillers.

Items required for installation:

Motorized bypass valves (Valve Schedule 11, 12, 25, and 26) Vibration isolators for fan motors Condensate drains Electrical connections for fan motor and control wiring Flexible connectors to accommodate thermal expansion

Question 5.

Answer: To ensure continuous operation of the HVAC system, the cooling towers must be replaced sequentially, one at a time. This approach ensures that at least one chiller remains fully operational at all times.

Key considerations for sequential replacement:

Careful planning is required to coordinate the replacement schedule with minimal impact on the HVAC system.

Temporarily adjust chiller load and bypass settings to accommodate operation on a single tower during the replacement process.
