The contract opportunity involves the construction of a wing sign at the 183d Wing, Abraham Lincoln Capital Airport, Air National Guard Base, Springfield, IL. The contractor will be responsible for providing all materials, tools, equipment, and labor necessary for the construction of the sign, installation of new lighting for the sign, landscaping at the new sign location, re-grading and seeding all disturbed areas, and installing lettering on the sign. The period of performance for the contract is 90 days or less.

Products and Services to be provided:

  1. Construction of a masonry and stone sign.
  2. Installation of new lighting for the sign.
  3. Landscaping at the new sign location, including removal and relocation of existing trees.
  4. Re-grading and seeding all disturbed areas.
  5. Installation of lettering on the sign.

This is Request for Quote to award a single firm fixed-price contract for services, non-personal, to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to construct new stone and masonry sign with lighting and landscaping.  

In 2010, the main entrance to the 183d Wing moved from Route 29 to a new entrance on Capitol Airport Drive. At that time, a new stone and masonry sign was constructed. In an effort to bring awareness to the installation, a new sign and lighting  needs to be constructed at the north end of the Wing that is visible from Route 29.

The contract duration is 90 days or less after notice to proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238990, with a size standard of $16,500,000.  The anticipated magnitude of construction is between $25,000 and $100,000.

Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees” applies to this project. 

The site visit is on 17 AUG 2023, 1:00PM local time.The location is identified in the solicitation. Interested contractors are encouraged to attend and shall follow site visit registration and base access requirements shown in the solicitation.
