The 183d Wing Base Contracting Office is seeking a contractor to construct a new stone and masonry sign with lighting and landscaping at the north end of the Wing, visible from Route 29. The contract, set aside 100% for Small Businesses, is expected to last 90 days or less after notice to proceed and is valued between $25,000 and $100,000. The solicitation is expected to be issued in mid-February 2022, with a tentative site visit in mid-August 2023 and a closing date in early September 2023.

The 183d Wing Base Contracting Office intends to issue a Request for Quote to award a single firm fixed-price contract for services, non-personal, to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to construct new stone and masonry sign with lighting and landscaping.  

In 2010, the main entrance to the 183d Wing moved from Route 29 to a new entrance on Capitol Airport Drive. At that time, a new stone and masonry sign was constructed. In an effort to bring awareness to the installation, a new sign and lighting  needs to be constructed at the north end of the Wing that is visible from Route 29.

The contract duration is 90 days or less after notice to proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238990, with a size standard of $16,500,000.  The anticipated magnitude of construction is between $25,000 and $100,000.

Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees” applies to this project. The tentative date for issuing the solicitation is mid-February 2022.

The tentative date for issuing the solicitation is early August 2023. The tentative date for the site visit is about mid-August 2023, 1:00PM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow site visit registration and base access requirements shown in the solicitation. All questions for the pre-award conference must be submitted no later than 3 business days prior to scheduled site visit via email to 1st Lt Alicia Braun at Alicia.Braun@us.af.mil and CMSgt Brent Keller at Brent.Keller.1@us.af.mil.
