About this opportunity

The Army National Guard's 180th Fighter Wing seeks replacement of one submersible pump and one soft starter at its main lift station in Swanton, Ohio, with proposals due June 8, 2026. The procurement is set aside 100% for Women-Owned Small Business (WOSB) and carries a brand-name requirement restricting competition to specified manufacturers: one Gorman-Rupp SF Series submersible pump (Model SFV4D) and one Allen-Bradley soft starter (like-for-like replacement for the existing SMC Flex model). The justification, issued under 41 U.S.C. 1901 and FAR 13.106-1(b)(1), cites unique qualifications and interoperability requirements; the specified pump must match the remaining operational pump in the wet well to ensure proper system alternation, and the Allen-Bradley soft starter is required for 100% compatibility with existing control panel logic.

Place of performance is Swanton, Ohio (Building 158, 180th Fighter Wing, 2660 S. Eber Road). Work must be completed within 90 calendar days after contract award. The NAICS code is 237110, Water and Sewer Line and Related Structures Construction; PSC is Z2ND, Repair or Alteration of Sewage and Waste Facilities.

The contract is Firm Fixed Price, valued as a single line item of 1 Job, with performance period June 15 through September 14, 2026. All contractor and subcontractor personnel must be paid prevailing wages per the attached Department of Labor Wage Determination (No. 2015-4741, Revision 29, May 13, 2026) for Fulton, Lucas, and Wood counties in Ohio. The contractor must provide technical data sheets, as-built electrical drawings, operations and maintenance manuals, and AF Form 3000 certification of compliance. Work hours are 0700–1600 Monday through Friday, excluding federal holidays. Contractor personnel must obtain base identification and vehicle passes and complete Antiterrorism Level I training within 15 calendar days of start date.

Contracting Officer: Terry Gwinner, (937) 327-2208.
