About this opportunity
The Department of the Navy Military Sealift Command solicits proposals for a 180-day dry cargo time charter with one 180-day option period, with proposals due June 10, 2026 at 1100 Eastern Time. Amendment A0004, issued June 15, 2026, cancels RFP N3220526R6088. This cancellation supersedes all prior amendments and solicitation activity.
Prior to cancellation, the procurement specified the following requirements: U.S. or foreign flag roll-on/roll-off vessels capable of transporting MV22 helicopters and approximately 40,000 square feet of rolling stock and general cargo, with minimum capacity of 20,000 square feet per vessel. Vessels must feature slewing, quarter, or fixed side-ramp configurations (fixed stern ramp vessels ineligible) capable of deploying to piers, improved structures, and floating barges at the waterline, with ramps sustaining heavy USMC vehicle loads and traction elements for wet conditions. Minimum speed of 10 knots when loaded, capability to operate up to 21 days without resupply, and continuous transit of 5,000 nautical miles were required. Layday commenced August 12, 2026 at 0800 hours local time and canceled September 15, 2026 at 1600 hours local time at Naha, Okinawa, Japan, with subsequent transits throughout the Western Pacific region supporting USMC missions and exercises.
Place of performance was Japan and the Western Pacific region. The government anticipated up to two firm-fixed-price contract awards. Pricing evaluation was based on charter hire rates for 360 days plus fuel costs at $1,500.83 per metric ton for Marine Gas Oil, with contractors responsible for fuel procurement on a reimbursement basis. Contractors provided meals and berthing for a minimum of two government sponsor personnel included in the charter rate, with additional supercargo personnel available at $50 USD per person per day. Contractors hired and directed commercial stevedores with sponsor coordination; MSC reimbursed all stevedoring costs. The NAICS code is 483111 (Deep Sea Freight Transportation); PSC is V124 (Marine Charter). No set-aside was used.
