About this file

This document is a Questions and Answers (Q&A) clarification issued by Military Sealift Command (MSC) for solicitation N3220526R6088, dated 20 May 2026. The Q&A addresses two inquiries from potential offerors regarding vessel charter operations and does not constitute an amendment to the underlying RFP.

The first clarification addresses loading, lashing, and stevedore operations responsibilities. The answer confirms that the vessel owner will coordinate loading, lashing, and stevedore operations, with Sponsor personnel providing assistance in coordination when required at locations such as Government installations. The second clarification addresses the duration and scheduling of vessel operations under the charter. The answer specifies that the stated figures of 118 days underway and 242 days in port over a 360-day charter period are for planning and evaluation purposes and fuel consumption calculations only, with actual underway dates to be determined by the Sponsor's mission schedule. These clarifications establish that operational schedules are flexible and mission-driven rather than fixed contractual obligations.

QUESTIONS AND ANSWERS 0003

20 May 2026

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. The RFP states: General: Loading and unloading and securing government property for sea will primarily be coordinated by the vessel owner with assistance from Sponsor personnel as needed.

Can we assume the loading/lashing will be coordinated by vessel owner but all stevedore operations will by MSC/Marine Corp personnel?

ANSWER – Loading/Lashing and stevedore operations will be coordinated by vessel owner. Sponsor personnel will assist in coordination when required in places such as Government installations.

2. Is the intention to only have the vessel 118 days underway and 242 days in port over the full term of the charter, assuming a 360 day charter?

ANSWER – Those dates are for planning and evaluation factors and calculation of estimated fuel consumption only, and the actual underway dates will be determined by the Sponsor’s mission schedule.
