About this opportunity

The Department of the Navy Military Sealift Command seeks proposals for a 180-day dry cargo time charter with one 180-day option for four to six U.S. flagged roll-on/roll-off vessels, with proposals due May 8, 2026. The procurement is unrestricted and uses no set-aside.

Place of performance is Japan, with layday commencing August 15, 2026 and delivery/redelivery at Naha. Each vessel must carry a minimum of 2,100 square feet individually to meet a combined total of 12,600 square feet across all vessels. Vessels must be U.S. flagged only—foreign flag vessels cannot be substituted per the Military Cargo Preference Act of 1904. Individual vessel specifications include 350-450 short tons single-lift capacity, laden draft of nine feet six inches or less, unrefueled range of at least 5,000 nautical miles, 20 days of self-sustained endurance, minimum speed of 8 knots, beachability with deployable bow ramps, capability for sea state 4 ocean transit, integrated internet (VSAT, Nexuswave, or Starlink) with 24/7 service, and berthing/messing for minimum two embarked sponsor personnel. Vessels must carry hazardous cargoes, explosives, ammunition, and containerized and general cargo in compliance with international maritime conventions, U.S. Coast Guard regulations, and Oil Pollution Act requirements.

Award is firm-fixed-price to the responsible offeror with lowest evaluated price. Pricing is submitted as daily charter hire rates for base and optional periods, with fuel costs at $1,500.83 per metric ton for MGO/MDO calculated separately. NAICS is 483111, Deep Sea Freight Transportation. The procurement is conducted under FAR Part 12 and FAR 15. There is no incumbent contractor. Preference is given to VISA participants and vessels meeting domestic shipyard maintenance criteria under DFARS 252.247-7026. The contract incorporates FAR and DFARS clauses addressing vessel insurance, government property management, crew qualifications, security clearances where required, and comprehensive reporting. Contractor-provided armed security, secure communications, cadet training participation, and force protection and antiterrorism compliance may be required.
