About this opportunity
The Department of the Army Alaska Army National Guard seeks design and fabrication of Logistics Operational Device (LOD) Carts, a low-cost cargo handling system for aircraft offloading operations, with quotes due August 27, 2026 at 12:00 PM Alaska Standard Time. The procurement is a total small business set-aside.
Place of performance is Joint Base Elmendorf-Richardson, Anchorage, Alaska, with design work at the contractor's facility and operational testing and final delivery at JBER. The requirement includes CLIN 0001 (design and CAD file delivery within two months of award), CLIN 0002 (fabrication and delivery of two LOD carts within two months of design approval), and CLIN 0003 (optional fabrication of one additional LOD cart). CLIN 0004 was removed by Amendment 2 on August 18; quoters must price only CLINs 0001–0003.
The LOD cart system consists of two aluminum carts designed to support a maximum payload of 10,000 pounds per cart (20,000 pounds combined), each not exceeding 76 inches in height. The carts must support married cargo pallets up to 18,000 pounds from C-130 and C-17 aircraft, operate on austere unpaved terrain at full capacity, function at loading/unloading heights between 37 and 75 inches, and be towable and manually assembled by two to four personnel without specialized tools. Material must be aluminum construction with roller and caster materials of aluminum, stainless steel, or steel with highly corrosion-resistant coatings. Design standards include MIL-STD-882, MIL-STD-1472, MIL-STD-1791, and MIL-PRF-85285. Deliverables include a Level 2 Technical Data Package with 2D/3D CAD files, bill of materials, engineering drawings, weld specifications, load analysis, and test reports. All work is subject to Service Contract Act WD #2015-5681 and FAR Part 12 commercial acquisition rules.
NAICS code is 332999 (miscellaneous fabricated metal product manufacturing) with a 750-employee size standard. Evaluation criteria are price, past performance, and technical acceptability. A virtual industry day is scheduled for August 20 at 12:00 PM AKST via Zoom. Quoters must submit completed solicitation forms with pricing, one past performance reference for similar projects with client contact information, and a Performance Work Statement. No contract award will be made until appropriated funds become available.
