About this opportunity
The United States Special Operations Command is soliciting quotes for non-personal air transportation and airborne/airdrop support services to support the 1/75th Ranger Regiment's Regimental Reconnaissance Company Military Free Fall (MFF) Training Program. The contract requires qualified instructors with a minimum of 2,500 logged skydiving jumps and appropriate United States Parachute Association certifications to provide accelerated free fall instruction, canopy control training, tandem master instruction, vertical wind tunnel coaching, and parachute rigging support for approximately 18-26 jumpers. Key personnel requirements include parachute riggers working a minimum of 8 hours per day and instructors available for up to 12 hours daily. The government will evaluate quotes using a best value approach under FAR Part 12, with evaluation based on price using Lowest Price Technically Acceptable methodology, relevant experience, and past performance. The amended deadline for questions is 20 November 2025 at 1:00 PM EST, with government answers posted by 21 November 2025 at 5:00 PM EST, and quotes are due by 25 November 2025 at 12:00 PM EST.
This procurement is designated as a 100 percent Women-Owned Small Business set-aside with a size standard of $25,000,000. The contract period of performance spans 15 days from 29 November 2025 to 13 December 2025, with services to be delivered in the Marana, Tucson, and Avra Valley areas of Arizona, and support materials to be delivered to Building 9057 Ivy Road, Fort Benning, Georgia. The pricing arrangement is firm fixed price, and no incumbent contractor is identified in the solicitation documents. The contract includes multiple line items covering parachute rigger support, instructor services, vertical wind tunnel sessions, facility fees, and contractor travel expenses. Recent amendments have eliminated the original aviation support requirements, as aircraft will now be sourced through alternative agency channels rather than through this contract.
