About this opportunity

The 905th Contracting Battalion at Fort Liberty, North Carolina, on behalf of the United States Special Operations Command, is conducting market research for a specialized training support contract requiring Subject Matter Expert Role Players and enemy (RED) Unmanned Aerial System (UAS) support for the 1st Battalion, 75th Ranger Regiment's Task Force Training. The procurement seeks contractors capable of providing personnel and equipment for six different training modules scheduled for November 17-23, 2025, in the Savannah Metropolitan Area and Barnwell, South Carolina. The training scenarios will involve urban combat simulations including breaching operations, helicopter assault training, opposing force engagements, and counter-UAS capabilities, requiring role players in various attire and UAS platforms with specialized capabilities such as simulated munitions drops and electronic warfare functions. Contractors must demonstrate 100% equipment operational readiness, strict schedule adherence, comprehensive security screenings for all personnel, and the ability to meet mission-critical training objectives. This Sources Sought notice, posted on August 27, 2025, requests capability statements and organizational information by September 5, 2025, with the government evaluating responses based on technical capability, past performance, organizational capacity, and subcontracting arrangements.

This procurement is designated as a Total Small Business set-aside under NAICS code 561990 (All Other Support Services), though the notice incorrectly references NAICS 611519 in the metadata. The training modules will require varying numbers of SME Role Players ranging from 1 to 30 personnel per module across the different locations, with contractors expected to provide comprehensive support including personnel, specialized equipment, and UAS platforms. The contract duration covers a concentrated six-day period from November 17-23, 2025, requiring intensive coordination and deployment of resources across multiple South Carolina training sites. No incumbent contractor is identified in the notice, and the government has specifically instructed potential contractors not to provide pricing information at this market research stage. The procurement falls under PSC code R499 (Support-Professional: Other) and will require extensive security protocols, daily performance reporting, and adherence to strict safety measures throughout the training period.
